NRC revisions to section 10 have quieted some industry criticisms that the plan will drain manpower and resources without accomplishing anything significant. Revises provisions concerning the discharge or reentry into duty of members with a temporary disability. Prohibits the Secretary of Defense and the Secretaries of the military departments, in contracting for off-duty postsecondary education services for members of the armed forces or defense agencies, from discriminating against an associate degree school due to lack of authority to award a baccalaureate degree. Provides for the limited delegation of such authority.
